Some files are hosted externaly, for example on filexoom.com and filefactory.com, please follow instruction on thier websites. Please note that there is no reqirement for further register as new users of these website in order to download the files. For the files hosted on the filefactory.com, it require to select a download option(look carefully). Pick the basic one and enter the code shown above the box, then it will give you the download link, very straight forwards.
Mostly the zip file contain 3 files, a SC4 model, a decs(optional), and a lot file. Unzip the .zip file to X:\Documents and Settings\Username\My Documents\SimCity 4\Plugins
